Responsible for the following areas: organizational and personnel affairs, planning and finance, basic construction and facilities management of the University, planning and financial operations, student affairs, activities of Youth Union and Union of Students, career orientation, admissions counseling, and external relations within the assigned areas of responsibility.

Responsible for the following areas: postgraduate education, science technology, entrepreneurship, legal affairs and quality assurance, external relations, undergraduate education, sub-degree education, admissions and enrollment, programs administered by the Office of Excellent Programs, library, and syllabus.
