Function: Advise and assist the President in managing and coordinating the following areas: Postgraduate Education; Science and Technology, and Intellectual Property; External Relations and International Projects of the University in accordance with regulations.3. Duties: 3.1. Science and Technology Activities:a. Formulate directions, plans, and tasks for science and technology (S&T), and consolidate the University’s S&T plans. Manage and coordinate all S&T activities within the University, while monitoring, inspecting, and evaluating the implementation of S&T plans.b. Lead the drafting and submission to the President for issuance of regulations and guidelines on the management of scientific research, technology development, and manage the unified implementation of S&T regulations, policies, and rules across the University.c. Organize the registration, appraisal, periodic reporting, progress tracking, and evaluation/acceptance of scientific research projects and pilot production projects of individuals and units within the University in compliance with regulations.d. Propose solutions to encourage staff to register and execute scientific research projects at all levels.e. Propose commendations for initiatives and inventions in scientific research fields. Recommend measures for handling or disciplining individuals and units that violate regulations on the management of S&T projects.f. Organize, manage, and monitor scientific research contracts with local authorities and partner institutions. Address customer complaints related to the University's S&T tasks.g. Cooperate in scientific research with domestic and international entities, explore and select effective projects, programs, and partners, thereby enhancing the scientific research capacity of University staff, and students.h. Coordinate with relevant faculties, offices, and departments to seek supplementary equipment sources and effectively organize the utilization of facilities and equipment for scientific research purposes.i. Coordinate with relevant units to disseminate scientific information inside and outside the University.j. Provide information and assist teaching and research staff in leveraging domestic and international funding sources for scientific research. Mobilize and support participation in domestic and international awards.k. Organize University-level scientific conferences. Coordinate with relevant units to organize international scientific conferences and seminars.l. Coordinate with faculties to organize scientific research activities for students.m. Collaborate with the Youth Union and Student Union to mobilize and organize student scientific research activities, as well as participation in national and international academic awards and competitions.n. Coordinate with the Office of Personnel & Administrative Affairs to manage and update scientific profiles of University staff.o. Appraise and approve the scientific profiles of University staff.p. Compile statistics and report data on S&T and intellectual property as required by higher authorities and the University.q. Take responsibility for managing, registering intellectual property rights and utility solutions, and commercializing scientific research results of staff, and students.r. Manage information, publication of scientific materials, innovation activities, inventions, patents, and intellectual property.s. Oversee information related to S&T activities on the University’s website/newsletter.t. Coordinate with the Office of Personnel & Administrative Affairs to manage the operations of Centers for scientific research and technology transfer, and oversee these activities.u. Manage and promote innovation-related activities within the University.3.2. External Relations Activities:a. Coordinate with units to identify and research competent, reputable, and well-intentioned organizations and individuals for cooperation in training, scientific research, etc., to propose the establishment of collaborative relationships to the President. Propose partner selection plans and cooperation fields. Maintain cooperative relationships with partners.b. Organize incoming and outgoing University-level delegations, complete immigration procedures, and arrange thoughtful, convenient reception and accommodation for international guests during their working visits at the University. Perform protocol duties, advise the President on diplomatic procedures, support immigration-related procedures for foreign lecturers and students working and studying at the University, and monitor, evaluate working outcomes, and draw lessons to advise the President.c. Serve as the primary point of contact for communications: arrange working schedules and host University-level guests as designated by the President, including organizing working sessions and recording meeting minutes.d. Prepare necessary conditions for the Board of Presidents' overseas business trips.e. Apply for permits to organize international scientific conferences, seminars, and academic activities. Coordinate with functional units to organize international scientific conferences, seminars, and academic activities.f. Develop and implement student exchange programs with partners.g. Coordinate with relevant internal and external departments to build and develop cooperative relationships aligned with the University’s specifics and strategic development directions. Act as the primary focal point to manage external relations activities of University units, and coordinate, guide, and support faculties in expanding international relations.h. Review and advise the Board of Presidents on University-level MOUs and MOAs.i. Formulate a corporate partner classification policy at the University level and corporate relations management initiatives tailored to corresponding sponsorship levels.j. Identify and introduce domestic and international projects to faculties, laboratories, and specialized units, or register to execute projects suited to the expertise of the External Relations Office under the specific direction of the President.k. Collaborate with relevant units to negotiate with foreign partners in developing and managing joint training programs. Support the Office of Excellent Programs in working with competent authorities to complete licensing and renewal procedures for joint training programs.l. Seek and manage international scholarship programs (undergraduate and postgraduate) for University staff and students.m. Attend seminars organized by foreign embassies/consulates and non-profit organizations to expand networks.n. Organize seminars and workshops related to external relations and the dissemination of projects.o. Identify and draft proposals to secure grants/sponsorships from foreign organizations/governments in accordance with regulations.p. Support staff, and students with overseas travel procedures, including guiding document preparation and verifying external relations documents.q. Coordinate with units to manage and utilize international funding effectively and in compliance with regulations.3.3. Postgraduate Education Activities:a. Formulate and submit to the President:Approval of planning, programs, and plans for the comprehensive development of postgraduate education according to VNU-HCM requirements and societal needs.Lead and coordinate with relevant units to draft and submit to the President for issuance documents on postgraduate admissions and training management.b. Organize research, innovation, and improvement of: postgraduate educational objectives, programs, and knowledge structures to align with professional field requirements and international integration trends. Periodically update and refine teaching and learning curricula.c. Coordinate with faculties and departments to build and develop joint and collaborative forms of postgraduate training and advanced instruction with domestic and foreign universities, institutes, and partners. Develop and implement new pilot schemes and projects to enhance postgraduate education quality.d. Coordinate with the Office of Communications and Admissions Support to organize postgraduate recruitment campaigns.e. Propose admissions directions, quotas, organize postgraduate admissions, and manage application dossiers in accordance with regulations.f. Organize enrollment; coordinate with the Office of Student Affairs to issue student IDs for admitted master’s students and doctoral candidates; manage student and doctoral candidate dossiers; organize and oversee the learning and research progress of master’s students and doctoral candidates.g. Act as the focal unit to propose and consolidate proposals for laboratory construction projects and the provision of equipment serving scientific research.h. Manage postgraduate diploma blanks and lead/coordinate with relevant units to handle procedures for conferring the University's postgraduate degrees. Verify the legitimacy of postgraduate degrees upon request.i. Manage and archive admissions examination papers and grades, as well as course module grades; compile, verify, and submit final academic transcripts to the President for signature for master’s students and doctoral candidates. Certify academic results for master’s students and doctoral candidates.j. Evaluate and verify teaching hours for lecturers participating in postgraduate education.k. Compile statistics and report data on postgraduate education activities as required by higher authorities and the University.l. Coordinate with the Office of Student Affairs to organize opening and graduation ceremonies for master’s students and doctoral candidates.m. Manage information on the website regarding postgraduate education activities.4.
