On April 26, at the University of Information Technology, Vietnam National University Ho Chi Minh City (VNUHCM), a working session between representatives of the US Diplomatic Delegation and VNUHCM took place. Mr. Ramin Toloui - Deputy Assistant Secretary of State for International Security Affairs, led the delegation.

The welcoming delegation included Assoc. Prof. Bui Thi Hong Hanh - Head of the Department of International Relations and Project Development of VNUHCM, Assoc. Prof. Tran Minh Triet - Vice Rector of the University of Science, VNUHCM, Assoc. Prof. Nguyen Luu Thuy Ngan - Vice Rector of the University of Information Technology, VNUHCM, Assoc. Prof. Tran Manh Ha - Deputy Director in charge of the High-Tech Zone of VNUHCM and Vice Head of the Training Department, Assoc. Prof. Ho Quoc Bang - Vice Head of the Training Department.
The working delegation visited the data center at the University of Information Technology. They also visited an exhibition showcasing research achievements of VNUHCM in the field of AI and interacted with students from VNUHCM member universities who won high prizes in international AI competitions.
During the working session, both sides discussed the potential for cooperation in high-tech fields such as semiconductors, artificial intelligence (AI), etc. The US Diplomatic Delegation also gained a deeper understanding of VNUHCM's recruitment, training, development, and support policies for talent.
Mr. Ramin Toloui - Deputy Assistant Secretary of State for International Security Affairs, stated that the US State Department operates the International Technology Security and Innovation Fund (ITSI) established by the CHIPS Act of 2022. This initiative promotes assembly, testing, and packaging (ATP) capabilities in ITSI partner countries in the Americas and the Indo-Pacific to enhance flexible supply chains for US semiconductor manufacturers.
Vietnam is one of the partner countries of this fund. According to Mr. Ramin Toloui, high-quality human resource training institutions like VNUHCM play a significant role in narrowing the human resource gap in high-tech industries.
The Training Department leaders stated that VNUHCM has developed training programs on semiconductors. Additionally, VNUHCM has also developed short training courses for learners transitioning from related technology and engineering fields to the semiconductor field. According to Assoc. Prof. Tran Minh Triet - Vice Rector of the University of Science, one advantage is that the VNUHCM Urban Area is adjacent to Intel's factory in Vietnam, the Ho Chi Minh City High-Tech Zone.
Ms. Anne Benjaminson, the US Consul General in Ho Chi Minh City, evaluated VNUHCM as an important partner of the United States in the semiconductor field. Accordingly, the two sides will continue to discuss cooperation opportunities in the future.
