The English certificate VSTEP (Vietnamese Standardized Test of English Proficiency), commonly referred to as the 'VSTEP certificate,' is recognized and issued by the Ministry of Education and Training and holds national validity.
VSTEP is an examination designed to assess the English language proficiency of learners, referencing the Common European Framework of Reference for Languages (CEFR) at six levels: A1, A2, B1, B2, C1, and C2, applicable to Vietnamese individuals. These levels are categorized as follows:
1.Elementary Level: A1 – A2 (equivalent to levels 1 – 2)
2.Intermediate Level: B1 – B2 (equivalent to levels 3 – 4)
3.Advanced Level: C1 – C2 (equivalent to levels 5 – 6)
VSTEP evaluates all four language skills: Listening, Reading, Writing, and Speaking, all in a single computer-based examination organized at educational institutions authorized by the Ministry of Education and Training, where certificates are also issued.
On November 9, 2022, the Ho Chi Minh City National University issued a document regarding the use of the English certificates based on the 6-level Foreign Language Proficiency Framework (VSTEP) for admissions, education, and graduation recognition at its member universities.
