More than 80 specialists in the VNUHCM system attended the program to enhance the management capacity of diplomas and certificates, organized by VNUHCM at its headquarters on October 6th. Dr. Nguyen Dai Duong, Head of the Diploma and Certificate Management Department, Quality Management Office (Ministry of Education and Training), conducted the training.
Dr. Nguyen Dai Duong stated that there are currently about 10 legal documents related to diploma and certificate management (DCCM).
One innovation in DCCM is the removal of the requirement to indicate the training form in higher education diplomas. At the same time, higher education institutions are given autonomy to design diploma templates and print diploma blanks. This shows the delegation of authority and emphasizes the autonomy of higher education institutions.
Dr. Duong emphasized that currently, all certificates fall under the authority of the university president. However, certificates in informatics must be issued by the director of the informatics center.
He particularly emphasized that the specialists attending this training need to consult with the leadership on the issuance of DCCM regulations.
Accordingly, all authorities with the power to issue diplomas must establish DCCM regulations. This ensures that management activities are transparent and efficient. For example, VNUHCM, its member schools, and its centers (such as the informatics center) need to establish specific regulations at each level. In these regulations, lower-level documents should not redefine what higher-level documents have already specified. Direct authorities need to focus on specific and detailed provisions regarding the process, management responsibilities, issuance, and storage.
Regarding the issuance of diplomas and diploma supplements, Dr. Nguyen Dai Duong believed that this process should be documented in the original register and stored permanently. The original register can be organized by course, specialization, and have multiple original registers, not limited to one.
According to Dr. Dương Tôn Thái Dương, Deputy Head of the Training Department, VNUHCM, in 2020, VNUHCM redesigned and officially issued new templates for doctoral, master's, bachelor's, and associate degrees.
Regarding certificates, the Ministry of Education and Training allows five VNUHCM member universities to issue certain certificates: foreign languages, IT applications, and Vietnamese language. These universities include the University of Technology, University of Natural Sciences, University of Social Sciences and Humanities, University of Information Technology, and An Giang University.
