Immediately after the National University of Ho Chi Minh City announced the program to attract, retain, and develop 350 outstanding young scientists, leading scientists to work at the university (VNU350 program), many member universities also developed attractive remuneration policies to attract talented individuals.

According to Assoc. Prof. Vu Hai Quan, director of the National University of Ho Chi Minh City, the member universities of this university essentially have a working environment that meets the needs of outstanding scientists.

"Income at the universities is increasing. If the National University of Ho Chi Minh City and its units stand side by side, they will undoubtedly attract many talents," Quan affirmed.

The professor is paid 350 million VND when returning to work at the university.

Also, according to Quan, in the 2024-2025 academic year, the National University of Ho Chi Minh City will disburse about USD 100 million from a World Bank loan to build an Innovation Center, a School of Health Sciences, and a modern laboratory system to serve training and research.

This is a crucial condition to create the strength of the system, thereby attracting outstanding young people to work.

Assoc. Prof. Hoang Cong Gia Khanh, rector of the University of Economics and Law (National University of Ho Chi Minh City), also stated that last year, the university identified applying policies to provide scientists with a friendly and convenient working environment for research and teaching.

"The university applies a policy to attract once: professors receive VND 350 million/person, associate professors VND 250 million/person, and doctors VND 150 million/person.

These are just figures reflecting our determination at the time of inviting scientists to work. We realize that to retain scientists and to develop them, we need to have a good space," Khanh emphasized.

According to Khanh, the university's policy offers two directions for developing scientists: appointing them as leaders of departments, faculties, or university departments; experts with three ranks, where level 3 experts are treated equally to vice rectors, level 2 equivalent to deans, and level 1 equivalent to associate deans.

"In this way, scientists who do not hold leadership positions still have commensurate remuneration to carry out their professional activities," Khanh added.

Salary is based on job position and specific contributions

Assoc. Prof. Mai Thanh Phong, rector of the University of Technology (National University of Ho Chi Minh City), said he highly appreciated the VNU350 program. This is also the desire and goal of member universities.

At the University of Technology, in addition to the common support policy of the National University of Ho Chi Minh City under the VNU350 program, the university also has policies to attract and retain talented individuals. The university's policy applies uniformly to all scientists working at the university and those who will join.

"Recently, the university has implemented a new salary regime, paying income based on job positions and specific contributions: professors complete their tasks well, earning VND 60 million/month, associate professors VND 50 million/month, and young doctors returning to work at the university earn about VND 25 million/month. The university also supports working space for teachers," Phong added.

Assoc. Prof. Nguyen Hoang Tu Anh, rector of the University of Information Technology (National University of Ho Chi Minh City), said that in 2021, when the autonomy project was approved, the university immediately implemented a policy to attract doctors with a salary of VND 35-55 million.

Since then, the average income of managers with a doctorate or higher at the university has been about VND 60 million/month. Doctors who do not hold management positions earn about VND 35 million/month. If teachers participate in research projects, they will have higher income, living even better.

"With the VNU350 program, it will provide an additional incentive for our ongoing university program. The return of doctors to the university, in addition to income issues, they are also very concerned about the working environment.

The National University of Ho Chi Minh City is a place with a high community spirit and support. All member universities are concerned and support scientific research activities. This is truly a good working environment," Tu Anh said.
